Only playable when going 1st vs Sky Striker.
Use on summon of 
Sky Striker Ace - Raye or 
Sky Striker Ace - Roze to lock down their Main Monster Zone so that the majority of the Sky Striker spells cannot be used. They either have to waste resources to remove it before resolution, most likely using 
Forbidden Droplet, or they are unable to play any spells for a turn.
Using on 
Sky Striker Ace Token means it can't be sent as cost to the GY for Forbidden Droplet. So only cards such as 
Crossout Designator and 
The Fallen & The Virtuous would work.
